The Former President's Progressive Warning Misses The Continent's Real Threat: Economic Decline.

The recent US security policy document presents a flawed view of Europe. The document asserts that open-border policies and what it terms "woke" agendas pose an grave threat to the continent's identity. However, this perspective rests on a fundamental misinterpretation of the situation. The true danger facing Europe is not societal but economic and technological backwardness.

A Glaring Economic Gap Separating the US and Europe

The data reveal a sobering picture. Between 2008 and 2023, US GDP grew by 87%, while a paltry thirteen and a half percent growth for the EU. Over this period, EU GDP per capita fell from 76.5% to just half of the American figure. Strikingly, even Mississippi now boasts a greater average income than several leading EU nations like Italy and France.

Currently, about 50% of the global 50 largest technology firms are American, while only four are European.

The Technological Deficit: A Critical Question

This widening economic gap stems from superior productivity growth in the US, fueled by breakthroughs and higher total factor productivity. The landscape of world technology dominance is decidedly US-centric. Over the past five decades, 241 US firms have scaled into companies valued at over ten billion dollars, versus just 14 in Europe.

This gap prompts a vital question: In the race for tomorrow's sectors like AI, semiconductors, and fusion energy, what is Europe positioned? Most analysts agree it is largely a contest between two involving the United States and China, with European nations starting at a clear handicap.

Root Causes of Europe's Innovation Gap

A number of major reasons account for this innovation chasm.

  • Financing Ecosystem: The United States has a much more robust and more dynamic network for financing new ventures. The EU has yet to establish a true unified investment market, which limits the growth potential of new firms.
  • Regulatory Fragmentation: Excessive and fragmented rules hamper Europe. A US startup can launch a service under a single set of laws to access a market of over 330 million. The EU, despite a larger population size, is divided among twenty-seven separate regimes, creating significant internal barriers.
  • Mindset Differences: Views on risk-taking differ sharply. In some EU nations, business failure was once viewed with penalties, whereas in the United States, it is often seen as a badge of experience.
  • Defense Spending: The US benefits from a deeply integrated innovation pipeline linking defense and academia. Europe's chronic underinvestment in military capabilities has weakened its ability in pioneering research.

A Path Forward: Grounds for Hopefulness

In spite of these challenges, one can find causes for optimism. European leaders are growing more conscious of the severe threat and have started to advance serious reform. Notable analyses on EU competitiveness and the single market point to the need for sweeping reforms.

Given appropriate incentives and rule changes, Europe's strengths might enable far greater degrees of commercial innovation.

The continent still possesses considerable strengths: skilled human capital, excellent education systems, and premier labs. Coupled with a large internal market and high savings rates, these foundations have the potential to unleash a surge of venture creation.

Importantly, even if the EU does not take the lead in developing next-generation technologies, it can still significantly increase economic output by implementing and tailoring innovations from other regions.

A Critical Juncture

The European Union now faces a critical crossroads. As the saying goes, decline often happens "gradually and then suddenly". To date, Europe's slide in innovation has been gradual. However, without decisive action to tackle its structural weaknesses, today's slow erosion could turn into a rapid and permanent loss of global economic relevance.
